Is it just crazy math or are they lying through their teeth?  You decide. Let’s see, they plan on spending so much for certain things, over and above what they’re already spending.  Then they decide to spend less than planned and they call that a cut.  Hmm…Sounds like lying to me. Those aren’t really cuts now, are they?
